ABOUT THE ROLE
The primary focus of the Manager, Security Operations is to manage the daily operations of the Security Unit and ensure a security, healthy and safe environment for the RMIT community, including staff, students, and visitors. This will be delivered through effective contract management of the outsourced physical security contract; day to day operational management of security functions and campus risk management; provision of concise and accurate security advice to Senior Manager, Facilities and Technical Services to enable the early detection and effective management of security risks; and response to critical incidents.
A key requirement of this position is the management of effective relationships with internal and external stakeholders, including RMIT staff, contractors, emergency services, law enforcement agencies, unions, and suppliers; and to develop new stakeholder relationships to support RMIT’s operational, compliance and service delivery requirements. The Manager, Security Operations works closely with all other section in Property Services Group, as well as cross functional groups within the University.

Direct report: 1-2 Security Specialist
Key Accountabilities:
- Contribute to ensuring a safety and security environment for the RMIT community, including staff, students and visitors, for all RMIT campuses through the effective management of the day-to-day Security Operation, including service delivery, outsourced contracts, budget management of KPI’s, analysis and reporting of monthly outcomes of the Security Unit. Produce written reports and proposals for corrective action where security risks and other areas of concern are identified.
- Maintain technological systems to identify and manage security risks and meet RMIT’s evolving security needs, including identification of new requirements necessary to drive positive change.
- Engage with critical stakeholder relationships to include (but not limited to) RMIT security contractors, internal RMIT professional and academic staff, RMIT students, visitors to RMIT and emergency management agencies, whilst providing a high level of customer service.
- Provide concise and accurate operational security advice to the Senior Manager, Facilities Management & Technical Services to inform RMIT’s Security Risk Management plan.
- Provide concise and accurate operational security advice and feedback into planned capital projects to Facilities Management & Technical Services and other RMIT representatives.
- Support the Senior Manager, Facilities Management & Technical Services by responding to situations of emergency, crisis, including leadership of operational issues as required on site, management of specific incidents and provision of cross-functional support in response to critical issues.
- Act as one of key members of Emergency Response Management plan and responders’ competency to ensure their effectiveness.
- Maintain RMIT's comprehensive suite of security procedures in relation to the day-to-day operations and contract management processes.
- Coordinate with Technical team to ensure security system well maintain, troubleshooting and back-up plan in case of system issue.
- Maintain, improve and implement comprehensive security plans and policies
- Conduct regular risk assessments and security audits
- Collaborate with internal stake holders to align security initiatives and events senior management to align security initiatives with the institution’s objectives.
- Oversee daily security operations, ensuring all security measures are effectively implemented.
- Manage and supervise security personnel, including hiring, training, and performance evaluations.- contingent worker.
- Improve, maintain and implement emergency response plans for various scenarios.
- Lead the response to security incidents and crises, coordinating with internal and external stakeholders.
- Conduct post-incident analysis and implement corrective actions to prevent recurrence.
- Oversee the implementation and management of access control systems.
- Ensure the effective operation of surveillance systems and regularly review footage for potential security breaches.
- Improve, maintain and implement, and enforce security policies and procedure and ensure compliance with relevant laws, regulations, and standards.
- Conduct regular training sessions for staff on security policies and procedures.

ABOUT YOU (KEY SELECTION CRITERIA)
- Bachelor's degree in public security or a related field, with knowledge of electronic security systems, regulatory environment, and development of security policies within a large organization.
- Minimum 10 years of experience in security-related positions, demonstrating a strong understanding of legal requirements and standards in Vietnam, and a proven ability to effectively manage day-to-day operations of a large security team.
- Extensive experience in managing security, including Electronic Security and Surveillance, within a large and complex organization, including supervision of outsourced contracts and associated budgets; familiar with Microsoft Office and computer usage as daily work.
- Strong track record in managing stakeholder relationships within a complex organization, providing high-level customer service and leading a client-focused security team.
- Excellent written and verbal communication skills in English (~6.0 ielts) and Vietnamese, including report writing proficiency, and exceptional operational judgment and problem-solving skills within a security risk management framework.
- Experience managing geographically dispersed security teams and outsourced contracts, along with a record of achievement in stakeholder relationship management and client-focused security service delivery.
- Ability to prioritize tasks, meet deadlines, manage multiple deliverables, and work autonomously as a productive member of a high-performing security management team, while delivering concise and accurate security advice to senior management.
English Proficiency
English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS General 6.5 (or equivalent Linguaskill 170).
