Overview

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. The International Center (IC) now focuses on disability support, landmine removal, and mental health programs.

Under the financial support of the United States Government for the Program of Enhancing the Quality of Life of Persons with Disabilities in heavily sprayed with Agent Orange provinces of Binh Dinh and Kon Tum (Inclusion 2b), as a sub-implementing partner, IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal that to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum.

The project plans to assist the Traditional Medicines and Rehabilitiatin Hospital in Binh Dinh to enhance its rehabilitation services through the integration of remote (tele-rehabilitation) modalities. This initiative aims to improve access, continuity of care, and service efficiency for patients with limited mobility, chronic conditions, or those living in remote areas. IC is seeking a consultant or group of consultants to provide strategic, technical, and capacity-building support to the health hospital.

1. DUTY STATION

• Duty Station: Hanoi and Binh Dinh provinces.
• Duration of Assignment: from 10 June to 30 September 2025.

2. SCOPE OF WORK

The Consultant will work closely with our project team and the hospital and relevant stakeholders to perform the following tasks:

Needs Assessment and Situational Analysis

• Conduct a rapid assessment of the existing rehabilitation services, human resources, infrastructure, and digital readiness.
• Identify gaps, opportunities, and priorities for implementing remote rehabilitation.
• Review patient demographics, clinical needs, and potential for remote service delivery.

Service Design and Planning

• Develop a strategic plan for introducing and scaling remote rehabilitation services, including clinical pathways and referral mechanisms.
• Identify appropriate platforms, tools, and technologies for remote consultations and therapy delivery.
• Recommend models of care that can be adapted to local needs (e.g., hybrid, fully remote, asynchronous).

Development of Protocols and Guidelines

• Draft clinical protocols, SOPs, and safety guidelines for remote rehabilitation sessions (e.g., patient eligibility, consent, privacy, documentation).
• Ensure compliance with national regulations and international best practices (e.g., WHO, WCPT guidelines).

Capacity Building

• Design and deliver training sessions for rehabilitation staff on:
• Tele-rehabilitation tools and platforms
• Remote assessment and intervention techniques
• Ethical and legal considerations
• Patient engagement and safety
• Provide coaching and mentoring to build confidence and skills in delivering remote rehabilitation.

Monitoring and Quality Assurance

• Propose indicators and tools to monitor service delivery, patient outcomes, and satisfaction.
• Support the development of a quality improvement plan to ensure effectiveness and sustainability of the remote rehabilitation services.

Reporting and Recommendations

Provide a comprehensive final report including:

• Summary of activities
• Key findings and achievements
• Lessons learned and recommendations for scale-up and sustainability

4. SUPERVISION AND PERFORMANCE EVALUATION

The Consultant will work under the direct supervision of the Chief of the Project

5. SPECIFIC REQUIREMENTS:

Qualifications required:

The consultants should

• Advanced degree in Rehabilitation Sciences, Public Health, Telehealth, or related field
• Minimum 5 years of experience in rehabilitation service delivery, with at least 2 years in tele-rehabilitation or digital health
• Proven track record in service design, training, and capacity building
• Strong knowledge of ethical, legal, and technical aspects of telehealth
• Excellent communication and facilitation skills

Consultants are selected based on:

• Relevant qualifications and experience
• Technical proposal (if required): Appropriate and adequate to requirements
• Financial proposal: reasonable and relevant to expertise.
