Key Responsibilities
- Annual Work Program & Budget (WP&B) – Planning & Control
- Develop, monitor, and ensure compliance of the annual WP&B with Petroleum Sharing Contracts (PSC) and Joint Operating Agreements (JOA).
- Secure partner investment approvals and ensure cost recovery in line with contractual obligations.
- Field Development Plan (FDP) Budget Control
- Manage and control FDP budgets, ensuring strict cost monitoring, approval processes, and reporting.
- Provide analysis and recommendations to support efficient budget utilization.
- Budget Management System Administration
- Act as System Administrator and Business Process Owner for the Budget Planning & Control system within the Digital Transformation Program.
- Oversee system operations, enhancements, and user support to ensure effective budget management.
- External Communication & Coordination
- Serve as the focal point for communications with partners and external stakeholders on WP&B matters.
- Ensure timely, accurate, and transparent reporting and coordination.
- Other Duties as Assigned
- Support management in governance, process improvement, and other related business strategy and performance initiatives.
Qualifications
- University/ College Degree in Accounting, Finance or related field
- Good written and verbal communication in English and Vietnamese.
Experiences
- At least 10 years experienced in Budget Planning
Control, Stakeholder Management in Oil and Gas or Energy sectors.
- Have strong background in PSC, JOA/JDA
management for Oil and Gas or Energy sectors.
- Have experience in Economics Models for PSC’s
Business Investment and the connection between
Budget and Economical aspects.
- Financial knowledge and analytical skill with
commitment to quality and accuracy as well as good business judgments
- Communication and Interpersonal skills to work
across multiple departments and management levels.
- Strong people management and leadership skills
required.
